Darryll Olsen- serves as Board Representative for the Columbia-Snake River Irrigators Association. His Ph.D. from WSU is focused on Resource Economics and Policy; and he has worked with the Argonne National Laboratory, WSU, and as a consultant to the regional power industry, and Economist for an evaluation of major water projects in the Western U.S.
He is a co-principal author of several key pieces of water legislation in WA State, including the Columbia River Basin Water Supply Act. See HB 2860and SB 6581.
The Columbia Snake River Irrigators Association (CSRIA) does not support the federal hydro agencies ongoing BiOp (biological opinion) EIS-litigation process (25 years and counting), but has advanced that the ESA exemption (God Squad decision*) should be made by the WA DC agencies to stop the current litigation process. The exemption is already in the ESA statute and is executed by the Administration. This action needs to be taken now, not after further opposition builds to the Lower Snake River dams and other hydro system operations.
